Issues

  • NAIFA-MA supports a bill, HB938, that amends the statute governing Continuing Education Requirements for licensed insurance agents to grant such agents three hours per year of continuing education credits for active annual membership in the National Association of Financial Advisers-Massachusetts. Such credit may only be awarded to individual insurance producers who are required to complete at least 45 hours of continuing education per 36-month reporting period.
  • NAIFA-MA opposes a bill, HB35, that authorizes public employers to offer a deferred compensation plan to their employees, including public employees as well as consultants and contracted employees paid by a governmental body but excluding independent contractors. The bill allows the state Treasurer to add an automatic enrollment feature to the state's deferred compensation plan (the SMART plan) as well as other governmental bodies that elect such option for their employee deferred compensation plans. The measure authorizes the Treasurer to adopt annual SMART plan budgets and supplemental budgets, which may include salaries for Treasury employees who administer the SMART plan to be funded from the SMART plan administrative expense account.
  • NAIFA-MA opposes a bill, HB36, that would eliminate the limit on the State Treasurer's authority to sponsor employee- and employer-funded retirement programs for charitable organizations. It would rescind the requirement that such organizations employ no more than 20 people and would authorize the Treasurer to reduce operating expenses for such retirement plans through private donations or grants, which may include direct and indirect fundraising.
  • NAIFA CEO Kevin Mayeux testified on the state’s fiduciary rule at a regulatory hearing. Changes he suggested were included in the final regulation, but NAIFA maintains concerns that the rule will harm Main Street Massachusetts investors.

  • NAIFA-MA supports an amendment to the state's annuity suitability regulation that is consistent with the NAIC's model.
