NAIFA Advocates for Stability in Medicare Advantage and Part D Markets

Written by NAIFA | 3/6/25 8:03 PM

Medicare Advantage and Medicare Part D consumers rely on agents and brokers to help them understand and make informed decisions about these often complex products. Yet, ongoing instability in the marketplace and uncertainty about compensation for agents and brokers are making it difficult for professionals to give critical guidance to their clients.

NAIFA has joined NABIP, HAFA, the Big I, and the CIAB in asking Congress to address these challenges.

In a letter to House Speaker Mike Johnson, House Minority Leader Hakeem Jeffries, Senate Majority Leader John Thune, and Senate Minority Leader Chuck Schumer, NAIFA urges Congress to work with federal regulators, including CMS and the FCC, to:

  • Require carrier companies to honor commission agreements for plans that have been sold.
  • Prohibit changes to commissions after October 1 (sufficiently prior to the opening of the Annual Election Period on October 15).
  • Ensure that lifetime renewal-based commissions are honored.
  • Address complaints about unsolicited Medicare marketing calls to ensure licensed agents and FMOs are not wrongly implicated.
  • Streamline the prior-authorization process.
  • Address the declining availability of plans in rural and underserved areas.
