U.S. House Appropriations Subcommittee Advances Legislation Blocking Funding for Fiduciary-Only Regulation

Washington, D.C.—The American Council of Life Insurers (ACLI), National Association of Insurance and Financial Advisors (NAIFA), Finseca, Insured Retirement Institute (IRI) and National Association for Fixed Annuities (NAFA) issued the following statement on legislation advanced today by the U.S. House Appropriations Subcommittee on Labor, HHS, Education, and Related Agencies that would block funding for the Labor Department’s fiduciary-only regulation:

Congress reaffirmed the importance of lifetime income when it passed legislation in 2019 and 2022 that made it easier for employers to include annuities in workplace retirement plans. Today’s action by the U.S. House Appropriations Subcommittee sends a signal that the fiduciary-only regulation is out of line with Congress’s intent to expand retirement security for all Americans.  

Between 2024 and 2030, 30.4 million Americans will turn age 65. Only 24% of these peak boomers have defined benefit pensions.

“The fiduciary-only regulation will reduce consumer access to professional financial guidance and critical protected lifetime income options that annuities provide at a time when they are needed most.

“The legislation advanced today would prevent the Department of Labor from using taxpayer dollars to administer, implement or enforce its fiduciary-only regulation that threatens the retirement and financial security of workers and retirees. We urge the House and Senate to adopt the measure and help protect Americans’ retirement security.”
